Who Reads Your Proposal, and What They Are Looking For
You submitted an application, and now it sits in front of a review panel. Federal grant reviewers score proposals against a published set of criteria — typically technical merit and innovation, commercial potential, and the qualifications of the team and facilities — and each criterion is weighted and defended in writing. Understanding those weights before you write is the single largest lever you have.

What Panels Actually Evaluate
- Technical merit and innovation. Is there a real engineering problem here with a genuine unknown, or is this simply another product? Panels reward reduction of technical risk, not ambition alone.
- Competitive advantage. What prevents someone else from replicating this? Intellectual property, know-how, data, or a defensible integration.
- Team and facilities. Can these specific people execute this specific plan? Reviewers compare stated capabilities against listed personnel and equipment.
- Commercial potential. Who buys it, at what price, through what channel, and how large is the addressable market?
- A realistic budget. Built from the bottom up, with hours, materials, and subcontractors identified.
- A credible work plan. Tasks, milestones, deliverables, and stated go/no-go decision points.
Notice that only one criterion concerns the technology itself. Every other one concerns your ability to turn it into a business. The Reviewer's Point of View
Your proposal is typically read by a technical reviewer with real experience in your field, often alongside a commercialization reviewer. That person reads many applications in a cycle and has developed a fast instinct for distinguishing a plan from a wish. They will compare your budget against similar projects they know, check whether the schedule is consistent with the scope of work, and silently ask one question: did this team understand what is actually required here?
Panels also operate under scarcity. A limited public budget faces a flood of applications, so the question is not only "is this project good" but "is this project better than the others on the table today." A winning proposal does not merely satisfy the criteria — it stands out on them.
Red Flags That Recur
- A round, general budget with no breakdown of labor hours, materials, and subcontract costs.
- An optimistic schedule that leaves no room for iteration or for intermediate failures.
- Market analysis that amounts to "we have no competitors."
- A gap between ambitious technical claims and a team that visibly lacks the relevant skills.
- No risk section at all, as though everything will go smoothly.
- Deliverables that cannot be objectively verified — no test, no measurement, no acceptance criterion.
None of these disqualifies an application by itself. An accumulation of them tells a story of immaturity, and that story is what sinks proposals.
What Strengthens a Proposal
The most persuasive evidence is work already done. A functioning prototype, results from a proof of concept, even a modest bench experiment — each outweighs many pages of slides. A budget built bottom-up from engineering reality signals a team already living the project rather than merely imagining it. So does a plan whose milestones are measurable: "achieve 40 hours of continuous operation at rated load," not "improve reliability."

Follow-Up Questions Are Your Second Chance
Many applicants receive clarification requests from the reviewer or the program officer. This is an opportunity, not a verdict.
First rule: answer the question substantively and narrowly. Do not send a new marketing document. Second rule: if the question exposes a genuine weakness in the plan, acknowledge it and present a concrete correction rather than deflecting. Reviewers respect a team capable of absorbing criticism and responding professionally — exactly as investors do, a dynamic explored in grants vs investors.
One more practical point: answer quickly. A substantive reply within days signals an available, serious team, while foot-dragging raises questions about execution capability. And if the questions caused you to change something in the plan, say so explicitly — it demonstrates a learning process, not weakness.

Whoever speaks in the language of numbers, milestones, and managed risks is speaking the panel's own language.
