SBIR vs STTR: The Difference in One Paragraph

SBIR (Small Business Innovation Research) and STTR (Small Business Technology Transfer) are sibling federal programs that fund R&D at US small businesses with non-dilutive money — grants or contracts you never repay and that take no equity. The defining difference: STTR requires a formal partnership with a US research institution (a university, federal lab, or nonprofit research organization), with the small business performing at least 40% of the work and the research partner at least 30%. SBIR has no such requirement and lets the small business do most of the work itself. A second key difference: SBIR generally requires the principal investigator to be primarily employed by the small business, while STTR allows the PI to remain primarily employed by the research institution — a decisive factor for professor-founded startups.

STTR mandates the university or research-institution partnership and formalizes it in the proposal, including an IP agreement between the company and the institution. SBIR permits subcontracting research (typically up to a third of Phase I effort) but never requires it.

2. Principal Investigator Employment

Under SBIR, the PI's primary employment must generally be with the small business during the project. Under STTR, the PI can stay primarily employed at the university. If your technical lead is a faculty member unwilling to leave academia, STTR is often the only workable route.

3. Program Size and Participating Agencies
