The Small Business Innovation Research and Small Business Technology Transfer programs are the largest source of non-dilutive research funding available to small companies in the United States. Federal agencies with sizable external research budgets are required to set aside a percentage of that budget for small businesses, and the result is billions of dollars a year awarded as grants and contracts that take no equity and demand no repayment.
For a product company, that combination is rare enough to be worth real effort. An award funds the risky technical work that investors are least willing to pay for, it validates the technology to later investors, and it does so without touching your cap table.
What the programs actually fund
Both programs fund research and development with genuine technical risk. This is the point most applicants miss. The reviewer is not asking whether your product is a good idea or whether customers want it. They are asking whether there is a real technical unknown here, whether resolving it would advance the state of the art, and whether your team can resolve it.
A proposal to build a well-understood product using established methods will be rejected no matter how attractive the market is. A proposal to answer a hard question that stands between you and a working product is exactly what the program exists for.
The three phases
- Phase I establishes technical feasibility. It is a study, not a product build. Six to twelve months, low six figures, and its real purpose is to earn the right to apply for Phase II.
- Phase II develops the prototype. Roughly two years and into seven figures, awarded only to companies that completed a Phase I, with commercialization potential weighing much more heavily in the review.
- Phase III is commercialization. The programs do not fund it, but Phase III authority lets an agency award follow-on work sole-source, without recompeting, which is a significant advantage when the government is your customer.
SBIR or STTR
STTR requires a formal partnership with a research institution and mandates a minimum share of work for that partner. SBIR does not, and lets the company perform nearly all the work in house. If your technology came out of a university lab, or you need equipment and expertise you cannot replicate, STTR is the natural route. Otherwise SBIR is simpler, larger, and offered by more agencies.
Choosing an agency
Eleven agencies participate, and they behave very differently. Some publish specific topics and fund only work that fits them; others accept investigator-initiated proposals across broad areas. Some award contracts with deliverables, others award grants with far more latitude. Deadlines, page limits, review criteria, and award sizes all differ. Picking the wrong agency is the most expensive early mistake in the process, because a proposal written for one agency rarely transfers cleanly to another.
Before you can apply
Federal registrations take longer than founders expect and are a common reason a company misses a deadline it could have met. Registration across the several required federal systems can take weeks, and none of it can be rushed at the end. Start the paperwork the moment you decide to apply, not when you finish writing.
What a competitive proposal looks like
Reviewers are technical people reading many proposals under time pressure. The ones that score well state the technical problem in the first paragraph, define objectives that can actually be evaluated, propose a work plan with milestones a skeptic could check, acknowledge the risks honestly with mitigation, and demonstrate that the team has done comparable work before. They also follow every formatting and content instruction in the solicitation, because non-compliant proposals are frequently rejected without review.
