The Department of Energy funds SBIR and STTR work as grants, tied closely to the missions of its program offices. What separates DOE from the other grant agencies is the topic structure and the ecosystem behind it: DOE's topics are written by offices with specific technology mandates, and the department operates a network of national laboratories that small companies can actually work with.

Topics follow the program offices

DOE's SBIR topic list is organized by sponsoring office rather than by a general field of science. The Office of Science funds instrumentation and enabling technology for fundamental research — accelerators, detectors, fusion, advanced computing. The applied energy offices fund efficiency and renewables, electricity and grid technology, fossil energy and carbon management, and nuclear energy. Environmental management, defense nuclear nonproliferation and cybersecurity offices participate too. Office names and groupings are periodically reorganized, so map your idea against the current topic document rather than an older one.

Each topic and subtopic is narrow and technical, and DOE means it. A proposal in the general neighborhood of a subtopic usually loses to one written for it. Read the subtopic text closely, including any references, because those tell you what the office already knows and where it thinks the gap is.

The national laboratory ecosystem

DOE's national laboratories are a resource small companies routinely underuse. Labs hold instruments, user facilities and specialist expertise that would be unaffordable to a startup, and there are established mechanisms — user facility access, technology licensing and lab partnering arrangements — for working with them. Some DOE topics explicitly encourage or arise from lab technology looking for commercial partners, and STTR awards in particular pair a company with a research institution, as described in SBIR versus STTR.

The practical move is to identify the lab and the researcher whose work touches your subtopic before you write. The dynamic resembles partnering with universities and research labs: the collaboration has to be real, budgeted and documented, not a name on a page.

What DOE expects in a proposal

Because these are grants, you are proposing the research and a program manager owns the relationship, so early contact is welcome and useful — the pattern in talking to a program manager applies. DOE also takes commercialization seriously, and expects a credible account of who buys the technology, at what cost point, and against what incumbent. In energy, cost per unit of performance is usually the argument that decides adoption, so quantify it rather than asserting an advantage.

Who should apply

DOE fits companies working on energy generation, storage, efficiency, grid hardware and software, industrial decarbonization, materials, scientific instruments, sensors and nuclear technology. It also fits companies whose product is a component inside someone else's energy system. It fits poorly if your technology has no energy, environmental or scientific-instrumentation angle.
