Somewhere between the working prototype and the first purchase order, a buyer asks a question that stops the project: "Is it UL listed?" There is no federal law that says a toaster must carry a UL mark. What exists instead is a dense web of OSHA workplace rules, the National Electrical Code adopted by nearly every local jurisdiction, retailer purchasing policies, insurance underwriting, and product liability exposure, all of which converge on the same answer. For a mains-powered product sold in the United States, a safety listing is effectively mandatory even though no statute uses that word.

The mark itself is not the point. The point is that an accredited third party tested your product against a published safety standard, inspected the factory that builds it, and keeps inspecting. That is what a buyer, a code official, and an insurer are actually relying on.

NRTL Is the Category, UL Is a Brand

OSHA accredits Nationally Recognized Testing Laboratories to certify products against consensus safety standards. UL is the best known and wrote most of the standards, but Intertek's ETL mark, CSA, TUV Rheinland, TUV SUD, and MET are all NRTLs with equivalent legal standing. A product certified by Intertek to a UL standard carries the ETL mark and is accepted anywhere a UL mark is accepted, because acceptance runs on the OSHA accreditation, not the logo.

That matters commercially. ETL certification typically runs cheaper and turns around faster than UL, sometimes by weeks and by several thousand dollars, and for a startup that difference is real. UL's advantage is brand recognition with retail buyers who have never heard of the NRTL program and simply look for the familiar circle, and some vendor agreements name UL specifically.

Listed, Recognized, and Classified

Three marks get confused constantly. A Listed product is a complete end product certified for use as sold. A Recognized Component is a subassembly, such as a power supply or a plastic enclosure material, certified for use inside someone else's product but not for standalone sale. Classified covers evaluation against specific properties only. Building your product from Recognized components does not make the product Listed, but it removes enormous amounts of testing from your own file, which is why choosing a pre-certified power supply is nearly always cheaper than designing one.

Which Products Actually Need One

The strongest driver is line voltage. Anything that plugs into a wall outlet, hardwires into a building, or generates hazardous voltage internally needs a listing in practice. Products powered only by a listed external adapter at low voltage often need nothing themselves, which is the biggest cost avoidance available to a small hardware company and a strong reason to use external supplies, as covered in mains-powered product design.

  • Consumer electronics and appliances plugged into an outlet, evaluated under the UL 62368-1 audio-video and IT equipment standard or a product-specific appliance standard.
  • Lighting products, where fixtures and drivers have their own standards and where distributor acceptance is essentially universal, discussed further in LED lighting product development.
  • Industrial control panels and machinery, where UL 508A panel listing is what lets an integrator install your equipment without an inspection fight.
  • Battery-powered products with charging circuits, where the cells and pack come under their own scrutiny alongside UN 38.3 transport testing.

Safety listing is a separate track from radio compliance. If your product transmits, you still need FCC certification, and neither substitutes for the other. Founders regularly discover this after budgeting for one.

What the Process Looks Like

You submit the product with schematics, a bill of materials naming every safety-critical component and its certifications, enclosure material data, construction drawings, and the proposed label and manual. The lab assigns the standard and quotes.

Testing covers electrical spacings and insulation, dielectric withstand, leakage current, abnormal operation such as a shorted output or a blocked fan, temperature rise on every accessible surface and internal component, enclosure flammability rated to UL 94, mechanical strength and drop, and the accuracy of markings and instructions. Failures cluster in predictable places: creepage and clearance distances too small on the primary side, a component used outside its certified rating, an enclosure material with no flammability rating, and temperature rise on a transformer or an accessible plastic surface.

Certification does not end at the report: the listing includes a follow-up service contract with unannounced factory inspections, and a manufacturing site change requires an update.

Cost and Timeline

A straightforward low-voltage accessory with a listed external supply may run a few thousand dollars. A typical mains-powered consumer product lands in the fifteen to thirty-five thousand dollar range including the initial factory inspection, and complex industrial equipment or hazardous-location ratings push past that. Annual follow-up service commonly runs one to three thousand dollars per factory location.

Elapsed time is eight to sixteen weeks for a clean design and considerably longer for one that fails, because each redesign restarts a portion of the testing. Preliminary design review with the lab before the boards are finalized costs a fraction of a full submission and routinely saves a full retest cycle. Field Labeling When You Cannot Wait

For one-off or very low-volume equipment already installed at a customer site, NRTLs offer field evaluation. An engineer inspects the equipment on site against the applicable standard and applies a field label valid for that unit at that location. It typically costs one to three thousand dollars per visit plus travel, and it satisfies the local electrical inspector.

Field labeling is a rescue, not a strategy. It does not scale, it does not let you claim the product is listed, and per-unit it costs far more than certification once volumes reach even modest numbers.

Design So You Pass the First Time

The cheapest listing is the one that needs no redesign. Choose certified power supplies and safety-critical components, hold spacings from the standard rather than from habit, specify enclosure plastics with a documented flame rating, and write the label and manual against the standard's marking requirements instead of after the fact.
